Ruggero Panerai came from a humble family. He entered the Academy of Fine Arts in Florence in 1877. After studying ornaments he concentrated on figure painting and he graduated in 1881. He worked at the studio of Giovanni Fattori and painted military scenes as well as scenes from the life of the peasants in the Maremma.

In 1883 he won a stipend and in 1887 his painting "The Guado" was exhitited in Venice and bought by the Galleria moderna in Rome. After he exhibited "Mazzeppa" in Bologna in 1888 he was appointed professor of the Royal Academy in Bologna. In 1889 he married Enrichetta Castiglioni in Florence.

He is best known for his genre painting of scenes from Florentine life. After his death in Paris 305 of his works were auctioned in Milan. A collection of his drawings was donated to the Uffizi by Enrichetta.
